Birth time matters — the ascendant changes roughly every 2 hours. Approximate time still gives useful information (sun sign, moon sign, general dasha sequence) but the houses become uncertain. Request your birth certificate if possible; for uncertain times, a human astrologer can do birth-time rectification.
